We seem to be missing section 2.5? No elaboration for increased transparency, security, and resilience? This is a key value add for SOA (Service Oriented Infrastructure). Also, we should highlight security value add by changing "transparency and resilience" to "transparency, security, and resilience".

Maybe members of the IT Infrastructure LoB team can help detail this important rationale?

In previous section we should at least address politics as being a challenge. Appeal to their sense of mother hood and apple pie and the patriotic nature of most of us all. The content of the Rationale section is reason for them to put aside politics but only if they see it as being in their own selfish self interest. "What is in it for me", therefore the case needs to be made that what's in it for them is ego enhancement, self actualization and self satisfiers of "look at how great I am, I contributed to making the government more agile, more capable and in the end I've made a great contribution to changing the largest organization in the world; therefore this increases my market worth in the private sector when the time of public services comes to an end."

Inspire them to take the high ground, not to engage in petty infighting in ego battles in the small microcosms of their immediate small environments but be bigger than that and take on only the battles of a true champion.
